Latin Africa

Preamble

The signatory states of Latin America and Africa, inspired by the historical, cultural, and human ties that unite both continents, and recognizing the need to strengthen South-South cooperation for sustainable development, agree to establish the present Treaty.

Article 1 – Objectives

  • Promote fair and balanced trade between the member states of Latin America and Africa.

  • Foster cultural, educational, and scientific exchange, in recognition of the diversity and richness of our nations.

  • Promote joint projects in the areas of innovation, technology, agriculture, environment, and tourism.

Article 2 – Trade and Economic Development

  • Preferential mechanisms for commercial exchange shall be established.

  • The signatory states shall eliminate unnecessary barriers and promote the creation of logistical corridors between the two continents.

  • Small and medium-sized enterprises (SMEs) and community initiatives shall be supported with access to international markets.

Article 3 – Cultural and Educational Exchange

  • Academic exchange programs shall be created for students, researchers, and artists.

  • Joint cultural festivals shall be promoted to spread the traditions, music, cinema, and literature of Latin America and Africa.

  • The signatory states shall mutually recognize academic degrees and professional certifications.

Article 4 – Environment and Tourism

  • Joint environmental protection and renewable energy projects shall be promoted.

  • Cultural and historical tourism routes shall be established between the two continents.

  • Sustainable tourism shall be promoted with direct benefits for local communities.

Article 5 – Implementation Mechanisms

  • A Joint Latin American-African Cooperation Council shall be created to oversee the implementation of this Treaty.

  • The Council shall meet annually, alternating between Latin America and Africa, to evaluate progress and challenges.

  • Council decisions shall be adopted by consensus.

Article 6 – Entry into Force

This Treaty shall enter into force 90 days after ratification by at least ten signatory states, five from each continent.
